Section 1
Once annually, absent an emergency or other special circumstance, a block of one hundred eighty-four (184) hours of official time shall be granted to the Union for its national legislative representatives' participation in activities related to Lobby Week.
Section 2
The Union shall provide the Agency at least thirty (30) days written notice indicating the date(s) and the names of those Union officials who will be utilizing this grant of time.
Section 3
The granting of this time shall take precedence over the approval of pending annual leave requests for the date(s) requested.
